Bjorntwedt, 22, headed to the courthouse on four counts of burglary and
destruction of property.&nbsp; Police say he went on a crime spree in
Pasadena until he was stopped by a 74-year-old homeowner dressed in
long johns.<br/><br/>&quot;He came in, I put the pistol up toward his head.&nbsp; I
said, `Get down on the floor.'&nbsp; I said, `No, get down with your face on
the floor,'&quot; Tom Walker said.<br/><br/>Walker said he left out the expletives he used when confronting the burglar in his home at 4 a.m.&nbsp; <br/><dl class="cbstv_article_images cbstv_img_border"><dt>

started with a planter base used to smash a side window.&nbsp; Security bars
prevented entry.&nbsp; Then the rear sliding door was smashed.&nbsp; Walker ran
into the burglar in the garage, going through his wife's car.<br/><br/>&quot;I'm
no hero.&nbsp; I'm just trying to protect my house and my wife.&nbsp; At our age,
we don't want to be bothered with people stealing stuff like that,&quot; he
said.<br/><br/>The suspect ran into the house where Pat Walker faced him
in the kitchen.&nbsp; She also stood up against the suspect.&nbsp; He tried to
get out of her kitchen door, so she put her foot up to prevent him from
getting out until her husband came back with the gun.<br/><br/>Police say it worked out this time, but confronting a burglar isn't the best idea because they could be armed.<br/><br/>&quot;If
you're able to flee the residence, we would rather you flee instead of
taking on the suspect as this individual did,&quot; said Sgt. John Gilmer.<br/><br/><span style="font-weight: bold;">Walker says he's happy the suspect didn't realize the gun was really his grandchildren's air pistol.</span><br/><br/>At least three other neighbors were also victims and a fourth man had tools and a checkbook stolen from his car.]]></description>

A teacher at Myrtle Beach High School was suspended with pay after
accidentally bringing a loaded gun to the school Tuesday morning,
according to Horry County Schools spokeswoman Teal Britton.</p>

<p>``She
was placed on administrative leave with pay, which is standard for any
investigation that involves serious allegations,'' Britton said.</p>

<p>The school district does not release the names of employees involved in disciplinary actions, Britton said. </p>

<p>The
teacher drove her husband's pickup truck to work Tuesday because the
vehicle was being appraised, according to a police report. Her husband
reminded her to remove the weapon from the car before going to work,
Britton said.</p>

<p>``She did remove it, place it on the hood of the
car and somewhere in the hurry scurry of loading the car, she forgot
that it was there and drove to school,'' Britton said.</p>

<p>A visitor
to the school saw the gun in its holster on the passenger's side of the
hood just after 11 a.m. Tuesday and reported it to school authorities,
Britton said. School security then searched the parking lot, found the
car and the gun in its holster and on the hood of the car. Police then
searched the teacher's car and personal affects, Britton said.</p>

<p>The
woman told police that ``her husband carries a gun in his vehicle for
hunting purposes, shooting snakes while hunting,'' the report states.</p>

<p>Police
are investigating, according to Capt. David Knipes of the Myrtle Beach
Police Department. He added that no charges have been filed.</p>

<p>Myrtle
Beach High principal Nona Kerr held a staff meeting to tell faculty
what had happened Tuesday afternoon, and Britton said she sent an
automated phone message to parents to tell them about the incident
Tuesday evening.</p>

<title>City Challenges NRA's Challenge Of New Gun Laws</title>

Solicitor Shelley Smith today challenged in court the standing of the
National Rifle Association to sue Philadelphia for a package of five
gun-control laws passed by City Council on April 10 and signed
immediately into law by Mayor Nutter.&nbsp; Smith told PhillyClout her
preliminary objections, filed with Common Pleas Court Judge Jane Cutler
Greenspan, note that the NRA challenges the&nbsp;legality of the gun control
laws but doesn't&nbsp;&quot;allege an actual injury.&quot; The NRA sued on behalf of
its members in the city, two firearm organizations, two&nbsp;gun shops and
four firearm owners.</p>

<p>&quot;They don't deal specifically with the legal injury as it&nbsp;relates to
each of the separate ordinances,&quot; Smith said. &quot;You&nbsp;have to look at what
every ordinance prohibits and then figure out if any of the plaintiffs
can allege any specific injury.&quot;&nbsp; The local laws limit handgun
purchases to one a month, make it a&nbsp;crime to not report a lost or
stolen gun within 48 hours, allow police to confiscate guns with a
judge's approval from people considered a danger to themselves or
others, prohibit gun possession by people&nbsp;subject to protection from
abuse orders, and ban semiautomatic weapons with clips that hold 10 or
more rounds.</p>

<p>Greenspan on April 17 approved the NRA's request for a temporary
restraining order to keep the city from enforcing the new laws.&nbsp; She
will hold a&nbsp;hearing on May 19 to consider the group's request for a
permanent injunction.&nbsp; The NRA says the laws conflict with a 1996 state
Supreme Court ruling that only the state can regulate guns. Smith says
the city laws do not conflict with that ruling.&nbsp; Further complicating
matters, Police Commissioner Charles Ramsey had vowed to enforce the
local laws before the restraining order but District Attorney Lynne
Abraham said she would not prosecute anyone arrested for violating them.</p>

I again won't go into the talking about the guy who helped order mine, it wouldn't be right. But let's just say, naw I won't say. Mr. Obamaâs message of hope and optimism, beginning a speech in
Valparaiso, Ind., by talking about how positive and âfundamentally
optimisticâ Americans are. </p>






<p> âWe donât get bogged down and looking back â weâre always looking
forward,â she said, as heavy applause nearly drowned out her words.
âWhatever obstacle we see, we get over it. Whatever challenge we have,
we meet it. Weâre the problem-solvers, weâre the innovators, weâre the
people who make the better future.â </p>






<p> For the third time since Mr. Obamaâs remarks were made public
Friday night, Mrs. Clinton criticized him at length, saying his
comments seemed âkind of elitist and out of touch.â </p>






<p> âI disagree with Senator Obamaâs assertion that people in our
country cling to guns and have certain attitudes about immigration or
trade simply out of frustration,â she said. </p>






<p><span style="font-weight: bold;"> She described herself as a pro-gun churchgoer, recalling that her

of her theories: That the bicoastal feud between slain rappers Tupac
Shakur and Notorious B.I.G. was fueled &quot;by the government and the
media, to stop another great black leader from existing.&quot;</p>

<title>States Will Free Inmates to Save Money</title>

are trying to save money with a drastic and potentially dangerous
budget-cutting proposal: releasing tens of thousands of convicts from
prison, including drug addicts, thieves and even violent criminals.<br/><br/>Officials
acknowledge that the idea carries risks, but they say they have no
choice because of huge budget gaps brought on by the slumping economy.<br/><br/>&quot;If
we don't find a way to better manage the population at the state
prison, we will be forced to spend money to expand the state's prison
system -- money we don't have,&quot; said Jeff Neal, a spokesman for <a href="http://www.newsday.com/topic/us/rhode-island-PLGEO100104200000000.topic" title="Rhode Island">Rhode Island</a> Gov. Don Carcieri.<br/><br/>At
least eight states are considering freeing inmates or sending some
convicts to rehabilitation programs instead of prison, according to an
Associated Press analysis of legislative proposals. If adopted, the
early release programs could save an estimated $450 million in
California and Kentucky alone.<br/><br/>A Rhode Island proposal would
allow inmates to deduct up to 12 days from their sentence for every
month they follow rules and work in prison. Even some violent offenders
would be eligible but not those serving life sentences.<br/><br/>A plan in <a href="http://www.newsday.com/topic/us/mississippi-PLGEO100103000000000.topic" title="Mississippi">Mississippi</a> would offer early parole for people convicted of selling marijuana or prescription drugs. <a href="http://www.newsday.com/topic/us/new-jersey-PLGEO100100700000000.topic" title="New Jersey">New Jersey</a>, South Carolina and <a href="http://www.newsday.com/topic/us/vermont-PLGEO100104800000000.topic" title="Vermont">Vermont</a> are considering funneling drug-addicted offenders into treatment, which is cheaper than prison.<br/><br/>The
prospect of financial savings offers little comfort to Tori-Lynn
Heaton, a police officer in a suburb of Providence whose ex-husband
went to prison for beating her. He has already finished his prison
term, but would have been eligible for early release under the current
proposal.<br/><br/>&quot;You're talking about victim safety. You're talking
about community member safety,&quot; she said. &quot;You can't balance the budget
on the backs of victims of crimes.&quot;<br/><br/>But prisons &quot;are one of the
most expensive parts of the criminal-justice system,&quot; said Alison
Lawrence, who studies corrections policy for the National Conference of
State Legislatures. &quot;That's where they look to first to cut down some
of those costs.&quot;<br/><br/>Rhode Island Corrections Director A.T. Wall was
not sure how many prisoners could be freed early. The payoff for doing
so may be relatively small: less than $1 million for the first fiscal
year, although that figure would increase over time.<br/><br/>In California, where lawmakers have taken steps to cut a $16 billion budget deficit in half by summer, <a href="http://www.newsday.com/topic/politics/government/arnold-schwarzenegger-PEPLT007379.topic" title="Arnold Schwarzenegger">Gov. Arnold Schwarzenegger</a>
proposed saving $400 million by releasing more than 22,000 inmates who
had less than 20 months remaining on their sentences. Violent and sex
offenders would not be eligible.<br/><br/>Laying off prison guards and
making it more difficult to send parole violators back to state prison
would account for part of the savings.<br/><br/>Law enforcement officials
and Republican lawmakers immediately criticized Schwarzenegger's
proposal, which would apply to car thieves, forgers, drunken drivers
and some drug dealers. Some would never serve prison time because the
standard sentence for those crimes is 20 months or less.<br/><br/>&quot;To
open the prison door and release prisoners back into communities is
merely placing a state burden onto local governments and will
ultimately jeopardize safety in communities,&quot; said Fresno Police Chief
Jerry Dyer, who could see 1,800 inmates released in his area.<br/><br/>In
Kentucky, which faces a $1.3 billion deficit, lawmakers approved
legislation Wednesday to grant early release to some prisoners. Initial
estimates were that the plan could affect as many as 2,000 inmates and
save nearly $50 million.<br/><br/>If the governor signs the bill, the
exact number of prisoners would be determined by prison officials.
Violent convicts and sexual offenders would be exempt.<br/><br/>Gov.
Steve Beshear has said Kentucky must review its policies after the
state's inmate population jumped 12 percent last year -- the largest
increase in the nation.<br/><br/>Kentucky spends more than $18,600 to
house one inmate for a year, or roughly $51 a day. In California, each
inmate costs an average of $46,104 to incarcerate.<br/><br/>The prison budget in Mississippi has nearly tripled since stricter sentencing laws took effect in 1994.<br/><br/>To
curb spending, lawmakers have offered a bill to make about 7,000 drug
offenders in prison eligible for parole. A second proposal would allow
the parole board to release inmates convicted of selling marijuana and
prescription drugs after serving just a quarter of their sentences.
Currently, they must serve 85 percent of their terms before release.<br/><br/><a href="http://www.newsday.com/topic/us/michigan-PLGEO100102800000000.topic" title="Michigan">Michigan</a>
is trying to speed up the parole process for about 3,500 inmates who
were convicted of nonviolent, nonsexual offenses, or who are seriously
ill.<br/><br/>Barbara Sampson, chairwoman of the Michigan Parole Board,
said early release often makes sense, especially for low-risk offenders
who get help rebuilding their lives.<br/><br/>&quot;Getting that prisoner back
to the community so that he can stay connected to his family, getting
him back into the work force ... that's a positive thing,&quot; she said.<br/><br/>But not everyone is sold on the idea.<br/><br/>&quot;Economics
cannot be the engine that drives the train of public safety,&quot; said
Terrence Jungel, executive director of the Michigan Sheriffs'
Association. &quot;Government has no greater responsibility than the

A man has been charged with child endangerment and unlawful gun use

<br/>Anthony
Smith, 24, was charged with two counts of endangering the life of a
child and one count of unlawful use of a weapon, after the two boys, 4
and 12, were wounded when the gun went off as the oven was being
heated. <br/><br/>The sister of the two boys was cooking at the stove at
3:55 p.m. Friday at a home in the 4800 block of South Racine Avenue,
when she heard loud noises coming from it, police said. The sister
heard the 4-year-old boy cry out and saw blood coming from his leg, and
the older boy was hit in the head with flying debris. <br/><br/>The
4-year-old boy was taken to Children's Memorial Hospital, where he was
in stable condition as of Saturday with a gunshot wound to the leg. The
12-year-old boy was treated and released from Children's Memorial for
treatment of his head wound, police said. <br/><br/>Court information for Smith was not immediately available.]]></description>

police are so eager to get guns out of the city that they're offering
amnesty to people who allow officers to come into their homes and get
the weapons.</p>








<p><a href="http://www.washingtonpost.com/ac2/related/topic/Adrian+Fenty?tid=informline">Mayor Adrian M. Fenty</a> and <a href="http://www.washingtonpost.com/ac2/related/topic/Cathy+Lanier?tid=informline">Police Chief Cathy L. Lanier</a>
announced yesterday the Safe Homes Initiative, aimed at parents and
guardians who know or suspect that their children or other relatives
have guns. Under the deal, police target areas hit by violence and seek
adults who let them search their homes for guns, with no risk of
arrest. The offer also applies to drugs that turn up during the
searches, police said.</p>








<p>The program is scheduled to start March 24
in the Washington Highlands area of Southeast Washington. Officers will
go door-to-door seeking permission to search homes for weapons. Police
later plan to visit other areas, including sections of <a href="http://www.washingtonpost.com/ac2/related/topic/Columbia+Heights?tid=informline">Columbia Heights</a> in Northwest and Eckington in Northeast.</p>








<p>&quot;If
we come across illegal contraband, we will confiscate it,&quot; Lanier said.
&quot;But amnesty means amnesty. We're trying to get guns and drugs off the
street.&quot;</p>








<p>Fenty (D) and Lanier announced the plan as part of a new
strategy to deal with the prevalence of firearms in a city that has one
of the strictest gun control laws in the nation. The Supreme Court will
hear arguments next week in a case challenging the constitutionality of
the D.C. law.</p>








<p>Residents who agree to the searches will be asked
to sign consent forms. If guns are found, they will be tested to
determine whether they were used in crimes. If the results are
positive, police will launch investigations, which could lead to
charges.</p>








<p>Boston police are embarking on a similar program this
month. Police in that city have been meeting with residents before the
door-to-door effort begins. <a href="http://www.washingtonpost.com/ac2/related/topic/Philadelphia+Police+Department?tid=informline">Philadelphia police</a> are considering such an initiative.</p>








<p>Ronald
Hampton, executive director of the National Black Police Association,
questioned the Washington effort. As a lifelong D.C. resident and a
former police officer, he said, he would not consent to his house being
searched.</p>








<p>&quot;They haven't earned that level of access or respect
from the community,&quot; Hampton said. &quot;I just can't believe they're trying
to do that. I've never heard of anything like that in my life.&quot;</p>








<p>Arthur B. Spitzer, legal director of the Washington office of the <a href="http://www.washingtonpost.com/ac2/related/topic/American+Civil+Liberties+Union?tid=informline">American Civil Liberties Union</a>,
said the program is &quot;a very bad idea.&quot; He said officers might act so
aggressively that residents feel coerced into letting them in.</p>








<p>&quot;It
sends the message to the public that the police ought to be able to
search your house anytime for any reason,&quot; Spitzer said. &quot;People will
be intimidated. That cheapens civil liberties and privacy for everyone.&quot;</p>








<p>At
a news conference, Fenty and Lanier also said police will host monthly
meetings with other law enforcement agencies to identify trends in
gun-related crimes and to facilitate information sharing. The goal is
to identify repeat offenders and find new ways to stop them, Lanier
said.</p>








<p>&quot;It should give us a much clearer picture of how to coordinate our efforts,&quot; she said.</p>








<p>Police
also announced the creation of an anonymous hotline for people to call
with information about crimes. The line, 888-919-CRIME, is staffed by
detectives. In the coming weeks, the department is planning to set up a
system through which the public can send tips as text messages.</p>








<p>&quot;We want to make sure the community has every means necessary to get in touch with us,&quot; Lanier said.</p>

<a href="http://www.washingtonpost.com/wp-dyn/content/article/2008/03/15/AR2008031502358_pf.html"><span>DC's Gun Ban Gets Day in Court</span></a><br/><p>Despite mountains of scholarly research, enough books to fill a library shelf and decades of political battles about gun control, the Supreme Court will have an opportunity this week that is almost unique for a modern court when it examines whether the District's handgun ban violates the Second Amendment.</p>
<p>The nine justices, none of whom has ever ruled directly on the amendment's meaning, will consider a part of the Bill of Rights that has existed without a definitive interpretation for more than 200 years.</p>
<p>&quot;This may be one of the only cases in our lifetime when the Supreme Court is going to be interpreting the meaning of an important provision of the Constitution unencumbered by precedent,'' said Randy E. Barnett, a constitutional scholar at the <a href="http://www.washingtonpost.com/ac2/related/topic/Georgetown+University+Law+Center?tid=informline">Georgetown University Law Center</a>. &quot;And that's why there's so much discussion on the original meaning of the Second Amendment.''</p>
<p>The outcome could roil the 2008 political campaigns, send a national message about what kinds of gun control are constitutional and finally settle the question of whether the 27-word amendment, with its odd structure and antiquated punctuation, provides an individual right to gun ownership or simply pertains to militia service.</p>

<br/><span>80-year-old woman shoots mountain lion in her yard</span><br/><br/>By Steve Miller, Journal staff<br/><br/>The light was already fading when 80-year-old Martha Smith heard her dog Bo barking furiously outside her Fairburn ranch house late last Thursday afternoon.<br/><br/>She looked outside and saw Bo, a Border collie, facing off with a snarling mountain lion.<br/><br/>So Smith, who was home alone, grabbed her .22-caliber rifle, walked outside and fired a shot at the lion. She missed. &quot;He was a little uphill, and I should have raised the barrel more,&quot; Smith said.<br/><br/>She hadn't fired the rifle much in recent years.<br/><br/>Smith went back inside and called 911, but the dispatcher had trouble finding someone from Game, Fish &amp; Parks to come out right away and take care of the lion.<br/><br/>So Smith grabbed the .22 again and went back outside where Bo was keeping the lion at bay.<br/><br/>She admits she was a little nervous because she couldn't see well enough to tell whether the lion was big or small. &quot;All I could see was three feet of tail switching, and it was snarling and spitting at me,&quot; she said.<br/><br/>&quot;I knew I'd have to kill him. You can't have a mountain lion in your yard,&quot; she said.<br/><br/>She walked to within about 20 or 25 feet of the lion and fired. &quot;I got as close as I could,&quot; Smith said. &quot;I figured he'd run. I waited until he lifted his leg to run, and I got him right in the chest where his heart would be.&quot;<br/><br/>Smith, a retired nurse anesthetist who has also doctored dogs and cats on the ranch, said she had a good idea where the lion's heart was located.<br/><br/>She hit him with one shot. The lion jumped up, ran a short distance and dropped to the ground.<br/><br/>Smith went outside her yard gate and found the cat dead.<br/><br/>A GF&amp;P staffer showed up a few hours later, measured the cat and brought it to Rapid City.<br/><br/>GF&amp;P regional wildlife manager John Kanta estimated that the 6-month-old lion weighed 30 to 40 pounds.<br/><br/>Smith said initially she was worried the young lion's mother was around.<br/><br/>But the young cat had been fitted with a collar, so GF&amp;P was able to determine that its mother had been shot by a hunter last fall.<br/><br/>&quot;Thank God he was little, because I don't think my .22 would have killed a big one,&quot; Smith said.<br/><br/>Kanta agreed that a .22-caliber rifle probably wouldn't have killed a full-grown lion. GF&amp;P staffers use high-powered rifles when they have to kill a problem lion.<br/><br/>Smith said she would like to get the cat mounted and display it at Fairburn's new museum. Kanta said GF&amp;P does not return mountain lion carcasses to private individuals but does allow lion carcasses to be mounted and loaned to public places, such as museums, where they can be exhibited for educational purposes. The state retains ownership, he said.<br/><br/>Kanta said Smith was justified in shooting the lion because she was protecting her property and her animals.<br/><br/>Smith lives on the family ranch where she was raised and learned to shoot. &quot;My sister and I were taught to shoot when we were young. We were put on a horse with our lunch and a gun, and we were sent to the pasture to herd sheep,&quot; she said. &quot;So you learn to shoot -- you know, rattlesnakes and rabbits and coyotes.&quot;<br/><br/><span>Smith said she isn't a hunter and doesn't do a lot of shooting.</span> &quot;But a person never forgets how to shoot,&quot; she said.<br/><br/><span>Smith also has a bigger rifle, a .30-30</span>, but it kicks too hard, so she isn't keeping it loaded until a neighbor finishes making lighter-load rounds for her.<br/><br/><span>But Smith said she always keeps her .22 rifle loaded. I know the Second Amendment Sisters will be there making the feelings known to the world. When most people think of lifting a gun ban in DC (aka Chocolate City), they think of violent (Black) criminals having access to guns. I've got news for you, violent criminals already have guns, they are not waiting for the Supreme Court decision to get their gun off layaway. What do you think will come of this case? These are actually good time cameras, like they have on roller coasters, so you can look back at the images and see how much fun you had. police are now watching live images from dozens of surveillance cameras
posted in high-crime parts of the city, hoping to respond faster to
shootings, robberies and other offenses and catch suspects before they
get away.&nbsp;<p>Since August 2006, the city has installed 73 cameras
across the city, mostly on utility poles, at a cost of about $4
million. But until recently, officers were using them mainly as an
investigative tool -- checking the recordings after crimes were
committed in hopes of turning up leads and evidence.</p>

said she thought the department wasn't making the most of the
technology and was missing opportunities to more quickly solve crimes
-- or even stop them in progress. &quot;I thought, 'Why the heck aren't we
watching them?' &quot; Lanier said.</p>






<p>And so, for about 40 hours a week,
a small team of officers in the department's Joint Operations Command
Center watches the live feeds from 10 to 15 of the cameras. They choose
locations based on the latest crime trends -- <span style="font-weight: bold; color: rgb(204, 0, 0);">focusing, for example, on
areas in Southeast Washington beset by gun violence.</span></p>

is often credited with having the most extensive network -- 500,000
cameras that make up the &quot;Ring of Steel,&quot; dating to the early 1990s.
&quot;I'd love to have the whole city wired like London,&quot; said Lanier,
adding that she didn't anticipate that becoming a reality.</p>






<p>The
District's cameras have quite a range, officials said. Officers can
rotate angles for different views. They can zoom in on faces of
potential suspects and pick up license plate numbers from cars several
blocks away. Officers monitor 911 calls while watching the cameras, and
they can switch feeds if they learn of a crime being reported at one of
the sites under surveillance.</p>

<p>Police have directed one arrest
from the command center, a drug deal they spotted at a Northwest
Washington gas station a few weeks ago. Officers called in vice units
that surprised the suspect.</p>






<p>Lanier said the initiative is a pilot project that began without any fanfare in mid-November. The <a href="http://www.washingtonpost.com/ac2/related/topic/Council+of+the+District+of+Columbia?tid=informline">D.C. Council</a>
is expected to learn details of the new use of the cameras in a report
due Friday. Members will probably assess the effectiveness of the live
monitoring and weigh concerns about balancing public safety and privacy.</p>

<p>The
city first turned to cameras nearly a decade ago, creating a downtown
network to aid police in monitoring large demonstrations, inaugurations
and other big events. At the time, civil liberties groups and some
council members raised concerns about privacy rights.</p>






<p>Over the
years, residents in many parts of the city pushed to get cameras for
crime-fighting purposes, and that led to the program's expansion into
neighborhoods in 2006. Police hope to add about 50 cameras in the next
two years and make other upgrades, at an estimated cost of $4.5
million. Of the 73 cameras in neighborhoods, police can get live feeds
from 54, officials said. Eventually, they plan to have the capability
to get live images from all of the cameras.</p>

public places, <span style="font-weight: bold;">clearly marked with the D.C. police logo</span>. But Arthur B.
Spitzer, legal director of the Washington office of the <a href="http://www.washingtonpost.com/ac2/related/topic/American+Civil+Liberties+Union?tid=informline">American Civil Liberties Union</a>,
said he remains concerned about privacy. Spitzer said police will be
observing more average, law-abiding people who are unaware they are
being watched.</p>






<p>Spitzer said there is also a danger of officers &quot;zooming in on attractive women or engaging in idle curiosity.&quot;</p>






<p>Mel
Blizzard, the police official in charge of the camera program, said
standards guard against misuse. &quot;This is not intended to be Big Brother
watching but to be more responsive to our residents' needs. As long as
you put protocols in place, which we have, we can be answerable to the
community and the government,&quot; he said.</p>

also raised questions about the best use of limited police resources.
Typically, two or three officers are assigned to monitoring.</p>






<p>&quot;To just park someone in front of a bank of monitors is not a good use of resources,&quot; said council member <a href="http://www.washingtonpost.com/ac2/related/topic/Phil+Mendelson?tid=informline">Phil Mendelson</a>
(D-At Large), head of the Committee on Public Safety and the Judiciary.
&quot;The issue of the cameras is whether we get the best bang for our buck.
The more officers you have on the street, the more visibility you have.&quot;</p>






<p>Former D.C. police chief <a href="http://www.washingtonpost.com/ac2/related/topic/Charles+Ramsey?tid=informline">Charles H. Ramsey</a>,
who left office in December 2006, echoed that view. He said that under
his tenure, he did not want to dedicate personnel to live monitoring,
preferring to have officers on the street.</p>






<p>&quot;You can always go
back after the fact and look at the tape,&quot; said Ramsey, who is
commissioner of the police department in Philadelphia, which
implemented live monitoring before he arrived.</p>






<p>Lanier said that
she took action last fall after officials mapped locations of shootings
in the city and realized that the gunfire often was taking place within
range of the cameras. The department is also using a technology called
ShotSpotter, which detects the sound of gunfire in some parts of the
District.</p>






<p>In one case, police looked at recordings of a homicide
in August in Southeast. Lanier said she was appalled by the tape, which
showed several people passing the victim without stopping to help,
including a man smoking a cigarette while staring at the body. Ten
minutes went by before anyone called 911. That incident cemented
Lanier's decision to be more proactive.</p>






<p>&quot;It literally makes you
sick to your stomach to watch somebody executed that way,&quot; Lanier said
of the images, which captured the slaying of Antwan McKinney, 38, in
the middle of the 900 block of Valley Avenue SE. &quot;The guy laid there
for so long. No human being should lie there for so long.&quot;</p>






<p>There have been no arrests in the case.</p>






<p>Since
the cameras were installed, investigators have pulled 130 recordings
for possible use as evidence in criminal cases, officials said,
although none has been used in trials. Lanier said she hopes that by
watching live images, officers will pick up clues for police and
prosecutors.</p>






<p>Neighborhood activists said they want police to be watching.</p>






<p>&quot;All of [the cameras] should be monitored,&quot; said community activist <a href="http://www.washingtonpost.com/ac2/related/topic/Sandra+Seegars?tid=informline">Sandra Seegars</a>,
who lives in Ward 8, which has the city's highest rate of incidents of
gun violence. &quot;In my neighborhood, we're not concerned about privacy --
just keeping crime down and catching people who are committing the
crimes.&quot;</p>

watching around the clock.</p>






<p>&quot;As much crime as is going on here, they need it,&quot; Gregory said.</p>






<p>But despite the hopes, cameras have limitations.</p>






A block away and slightly around the corner, a pregnant woman was walking at 14th and Fairmont
streets when a man approached her, grabbed her purse and pushed her
around. The robbery occurred out of camera range -- and the case has
not been solved.
